MAINTAINING TRAFFIC
While the improvements are being constructed along East 140th Street, southbound traffic will be detoured to East 152nd Street and northbound traffic will be maintained between St. Clair Avenue and Lakeshore Boulevard. The detour route shall be signed such that drivers are able to navigate to East 152nd Street southbound by following temporary detour signs. Two-way traffic will be maintained at all times beyond the work limits of the section of East 140th Street currently under construction.
Access to residences and businesses will be maintained throughout construction. Access to the I-90 ramps will be maintained at all times except for short duration closures during off peak hours. Side streets will be closed in an alternating sequence for intersection construction.
Construction will occur in one full and one partial construction season, and in two stages. Stage 1 construction will be between St. Clair Avenue to Aspinwall Avenue. Stage 2 Construction will be between Aspinwall Avenue to Lakeshore Boulevard. Each stage of construction will have two phases. The construction phasing is expected to follow the sequence described and shown below; however, the contractor may change construction phasing once the project is awarded.
STAGE 1 PHASING (ST. CLAIR AVENUE
TO ASPINWALL AVENUE)
Stage 1 - Phase 1: St. Clair Avenue to Aspinwall Avenue
During Stage 1 – Phase 1 of construction, the contractor will build the east side of East 140th Street while maintaining northbound traffic on the west side of the street. One-way northbound traffic will be maintained between St. Clair Avenue to Aspinwall Avenue. Southbound traffic will be detoured at Aspinwall Avenue as shown above in the detour exhibit. As shown in the exhibit below, the work zone will be separated from the northbound travel lane by orange barrels.

One-way northbound traffic will be maintained between St. Clair Avenue to Aspinwall Avenue. Southbound traffic will be detoured at Aspinwall Avenue as shown above in the detour exhibit. As shown in the exhibit below, the work zone will be separated from the northbound travel lane by orange barrels.
